Dr. Ruth Caleb Luka

Deputy Director

Dr. (Mrs.) Ruth Caleb Luka is an Associate Professor in the Department of Political Science, Faculty of Social Sciences, Nasarawa State University, Keffi (NSUK). She was born on the 14th of May, 1981, in Jos, Plateau State, Nigeria. A native of Wamba Local Government Area in Nasarawa State.

Dr. Luka began her academic career at Nasarawa State University, Keffi, as an Assistant Lecturer on the 13th of October, 2008, and steadily rose through the ranks to her current position as Associate Professor, effective from 1st October 2022. She currently seeks promotion to the rank of Professor. Her areas of specialization include International Relations and Strategic Studies, and she presently serves as the Deputy Director, Career Development Centre, NSUK.

She holds a Ph.D. in International Relations from Nasarawa State University, Keffi (2019), an M.Sc. in International Relations and Strategic Studies from the University of Jos (2008), and a B.Sc. in Political Science from Babcock University, Ilishan-Remo, Ogun State (2003). Her earlier educational journey includes WASSCE certificates from Government Secondary School, Wulko (2001), and St. Louis College, Jos (1999), as well as an FSLC from College of Education Staff Primary School, Akwanga (1991).

Dr. Luka has successfully supervised numerous postgraduate students at both M.Sc. and Ph.D. levels. Her students’ works span across critical topics in international relations, public policy, political economy, and development studies—covering ECOWAS protocols, national security, gender inclusiveness, economic development, and trans-border relations across Africa. Many of her Ph.D. candidates have completed or are concluding their dissertations under her guidance, demonstrating her commitment to academic mentorship and research excellence.

Over the years, Dr. Luka has taught several undergraduate and postgraduate courses, including Theories of International Relations, Defence and Strategic Studies, Foreign Policy Analysis, Development Administration, International Relations in Africa, Public Administration in Nigeria, and History of Political Thought. Her teaching responsibilities consistently reflect her depth in political science, governance, and strategic studies.

She is a member of several professional and academic associations, including the Nigerian Political Science Association (NPSA) since 2013 and the Nigerian Institute of Management (NIM) since 2017.

Her professional journey began as a Training Officer with the Gombe State Agricultural Development Agency (2003–2004), and later as a Teacher at Macapacinth International School, New Karu (2007–2008). She joined Nasarawa State University, Keffi, in 2008, where she progressed through the ranks from Assistant Lecturer to Lecturer II, Lecturer I, Senior Lecturer, and Associate Professor.

Dr. Luka has served in several administrative and leadership roles within the University. She is currently the Deputy Director at the Centre for Career Development (2024–date). She has held positions such as Departmental Postgraduate Coordinator, MPhil/Ph.D. Coordinator, Part-time Coordinator, Staff/Student Adviser, and Level Coordinator. Her service to the university community includes membership and leadership in numerous committees such as Chairperson of the Departmental Examination Committee, Chairperson of the Committee on Hostel Racketeering (2025), and Chairperson of the Faculty Protocol Committee (2025), among others. She is also actively involved in religious and student mentoring activities as Treasurer of the Chapel of Salvation, NSUK, and Patron to the Boys Brigade Cadet Company and Fellowship of Christian Students (FCS).

Dr. Luka has a rich publication record, authoring and co-authoring numerous peer-reviewed journal articles, book chapters, and conference papers. Her research output focuses on international relations, political economy, security studies, governance, gender, and development. Her works have appeared in reputable journals such as the Nigerian Journal of Political and Administrative Studies, Irish Journal of Educational Practice, Journal of African Advancement and Sustainability Studies, and the Keffi Modern Journal of Economics, among others. She has also contributed to conference proceedings and co-authored chapters in scholarly books, including “Gender Mainstreaming as a Panacea for Peace-Building in Nigeria” (2021) and “Moving the End-SARS Protest Forward through Youth Political Participation” (2023).

She has attended and presented papers at numerous national and international conferences, including the International Conference on Governance and Sustainable Development organized by the Faculty of Social Sciences, NSUK (2024), and conferences hosted by Nile University, Federal University Lafia, and the Nigerian Political Science Association (NPSA). She has also participated in capacity-building workshops, including the TETFund-sponsored Career Skills Development Training (2025).

Her referees include Prof. Michael Abiodun Oni of Babcock University, Assoc. Prof. Kwopnaan Ibrahim Bulus of the University of Jos, and Prof. Yahaya A. Adadu, Dean of the Faculty of Social Sciences, Nasarawa State University, Keffi.
